Our Positive Policy & Legislative Change initiative is driven by clear objectives:

1. Strengthen Charity Operations: Utilise our network and expertise to enhance the effectiveness and reach of our charity.
2. Foster Strategic Partnerships: Build relationships with organisations and individuals that support our mission.
3. Secure Funding: Identify and acquire the resources necessary to sustain and grow our work.
4. Influence Policy: Advocate for domestic abuse to remain a government priority, ensuring that policies reflect the needs of victims.

We believe that advocacy is key to influencing policy change. By collaborating with government bodies and officials, we work to ensure that domestic abuse remains a priority on the legislative agenda.

• Government Liaison: We collaborate and work closely with organisations such as the Greater Manchester Combined Authority (GMCA), 10GM, Rochdale Council, and Tameside Council to advocate for stronger domestic abuse policies.
• Engaging Local MPs: We build and maintain relationships with local MPs, including Lucy Powell and Angela Rayner, to ensure that our concerns are represented in government decisions.
• Collaboration with Greater Manchester Police: We facilitate closer collaboration with law enforcement to enhance the support and services available to domestic abuse victims.

Francesca Barker-Mills is a highly accomplished digital, data, and technology professional who, at the peak of her career, faced a significant turning point when she served a custodial sentence. This life-changing experience ignited a deep passion for politics and social justice, driving her to become a powerful advocate for women in the criminal justice system.

Francesca is dedicated to reforming sentencing guidelines, particularly challenging the use of short sentences for women whose underlying issues are more effectively addressed within their communities. Her advocacy focuses on promoting alternatives to incarceration that better serve women and contribute to long-term positive outcomes.

Her commitment to equity and equality aligns perfectly with the mission of Soul Sisters. As the Lead on Positive Policy & Legislative Change, Francesca leverages her expertise and personal experience to champion the rights of women, working tirelessly to create a society where all women can live without fear. Her passion and vision are instrumental in driving forward meaningful policy reforms that support and empower those affected by domestic abuse.
